New principals selected for two elementary schools

Two Madison County elementary schools will see a new face in the principal’s chair next school year. Dr. Shelly Boulden will take over for a retiring Richard Lowe at Mayfield Elementary. Starla Browne will take over for Dustin Brumbaugh at Kirksville Elementary.

Mayfield Elementary has selected Dr. Shelly Boulden as its next principal to replace Richard Lowe, who is retiring at the end of June.

Lowe has been an educator for 28 years, nine of them as principal at Mayfield.

Kirksville Elementary has selected Starla Browne as its next principal, replacing Dustin Brumbaugh, who will become named human resources director for the district.

Both principals will begin their duties on July 1.

Dr. Shelly Boulden

Boulden currently serves as a professional staff assistant at Squires Elementary in Fayette County Public Schools. She has been an educator for 18 years.

Boulden served as an elementary teacher from 1995 to 2003; a Reading First reading coach from 2003 to 2006; a kindergarten through fifth-grade literacy coach from 2006 to 2009; and then at her current position as professional staff assistant from 2009 to present.

Boulden earned her bachelor’s degree in elementary education and her master’s degree in curriculum and instruction, both from the University of Kentucky.

She later earned her doctorate in educational leadership from Eastern Kentucky University. She also became a national board certified teacher in 2001 as an early childhood generalist.

Boulden was awarded the “Teacher Who Made the Difference” award by UK in 2007.

Starla Browne

Browne currently serves as a Reading Recovery teacher at Kingston Elementary.

An educator for 12 years, Browne served as a fifth-grade teacher and a first-grade teacher in Perry County Schools from 2001 to 2011 and has been with Madison County Schools since.

Browne earned her bachelor’s degree in elementary education and her master’s degree in education leadership from EKU. She also became a national board certified teacher in literacy.

“Madison County Schools is lucky to have Dr. Boulen and Mrs. Browne as part of the district’s leadership team,” Superintendent Tommy Floyd said. “We are excited to have their skills, experience and expertise at Mayfield and Kirksville.”
