Multi-Tiered System of Supports (MTSS)

MTSS is a continuous improvement framework to help all students reach their potential in all areas (academic and behavior).

MTSS is a system of instructional support
including a focus on early intervention to help students succeed.

MTSS requires school staff to use assessments and
screenings to determine which students need closer monitoring or intervention and ensure that each student is making progress.

MTSS enables school staff and
parents to work together to
encourage student success.

Tier 1 (Core Instruction)

Tier 2 (Supplemental)

Students needing additional support beyond classroom instruction (Tier 1) will receive supplemental academic and/or behavior instruction.
Tier 2 instruction for students is provided in addition to Tier 1.
This instruction may be delivered by a classroom teacher or another qualified professional.
Student response to Tier 2 instruction is monitored on a consistent basis.
Teachers will share information with parents explaining skill instruction at school and how to help at home.
If a positive response to the instructional plan is not made, a team of school staff, teachers, and parents may meet to modify and/or intensify the student’s plan.
If a positive response to the instructional plan is made, a team will determine if the instructional plan will continue or be faded.

Tier 3 (Intensive)

Students needing additional support beyond classroom instruction (Tier 1) and supplemental instruction (Tier 2) will receive additional Tier 3 instruction by a classroom teacher or another qualified professional.
Student response to Tier 2 and 3 instruction is monitored on a consistent basis.
If a positive response to the instructional plan is not made, a team of school staff, teachers, and parents may meet to modify and/or intensify the student's plan of instruction and/or determine if the student needs to be considered for additional educational services.
If a positive response to the instructional plan is made, a team will determine if the instructional plan will continue or be faded.
